Delhi Lieutenant Governor V. K. Saxena Responds to Scholars Killed in Delhi Flood Tragedy

Delhi Lieutenant Governor V. K. Saxena has introduced monetary aid of Rs 10 lakh for the families of each of the three civil service aspirants, or scholars, who tragically were killed after flooding in the basement of a training center in Central Delhi’s Old Rajinder Nagar.

Saxena, according to an official statement issued by Raj Niwas, visited the UPSC coaching hub of Old Rajinder Nagar and interacted with the students protesting over the incident. During the meeting, the LG assured immediate disciplinary action against officials from the Delhi Fire Services (DFS), police, and the Municipal Corporation of Delhi (MCD) responsible for the incident within 24 hours.

Immediate Response to the Delhi Flood Incident

Saxena visited the UPSC coaching hub in Old Rajinder Nagar and met with students protesting the incident. According to an official statement from Raj Niwas, the Lieutenant Governor assured immediate disciplinary action against officers from the Delhi Fire Services (DFS), Delhi Police, and the Municipal Corporation of Delhi (MCD) responsible for the incident. He emphasized that no one accountable for the civil service aspirants’ deaths would be spared.

Actions Taken Against Unlawful Structures

The Raj Niwas statement revealed that a joint task force of MCD and DFS, formed under the Delhi High Court’s instructions after a similar fire incident at Mukherjee Nagar earlier this year, will now survey buildings in the Rajinder Nagar area. This task force will seal all basements and illegal constructions violating building bylaws, the Master Plan Delhi (MPD) 2021, and fire safety norms.

The audit will extend to other areas including Mukherjee Nagar, Kalu Sarai, Neb Sarai, Ber Sarai, Vijay Nagar, Outram Line, Hudson Line, Gupta Colony, and other coaching hubs across the city. All illegal basements and constructions will be sealed.

New Measures for Regulating Rent and Utilities

Lieutenant Governor Saxena also pledged to establish a regulatory mechanism to address concerns about exorbitant rent fees. A committee will review complaints related to high rents, fees, and electricity charges, with plans to set reasonable limits as a long-term solution.

Saxena assured that these actions would be completed within two weeks. The statement stressed zero tolerance for “illegal constructions” in residential areas. Buildings operating in complete violation will face demolition as per regulations.

Ongoing Investigation by High-Level Panel

Meanwhile, the Centre has formed a high-level panel to investigate the deaths of the students at Rau’s IAS Study Circle. The tragic incident occurred Saturday night when water from a flooded drain inundated the basement of Rau’s IAS Study Circle, which housed a library.
